Mentioned in the King's speech this year was Martyn's law, otherwise known as the Terrorism (Protection of Premises) Bill and is expected to come into force later in 2024. Let's have a look at it so you can start preparing.
What is it: The law will ensure venues and events above a certain size will have the correct measures in place to improve protective security and organisational preparedness against terrorism.
Reason for it: Since the start of 2017, agencies and law enforcement have disrupted 39 late-stage plots and there have been 15 domestic terror attacks. These terrorist attacks have sadly demonstrated that the public may be targeted at a broad range of public venues and spaces.
Will it affect me and my organisation: For premises to be in scope, it must be reasonable to expect that from time to time there may be 200 or more individuals present on the premises at the same time.
This will be further split into two tiers:
One of the primary obligations of those responsible for Standard Tier premises is to implement procedures that, so far as reasonably practicable, reduce harm to the public and staff at the premises in the event of a terrorist attack. These include evacuation, invacuation, lockdown and communication.
It is currently proposed that Schools and Colleges will fall into the standard tier.
What training might be needed: This will all depend on your risk assessment and the size of your event/venue. It is likely that you will need to upskill your staff. The extra knowledge that may be required includes topics such as Risk assessment training, Ten Second Triage, Bleeding control and First responder.
